The administration is comprised of several officials appointed by the Mayor to lead all City departments and their staff.

Chief of Staff

Mike Cluxton

With the guidance and direction of the Mayor, the Chief of Staff is responsible for planning, organizing, and managing the activities of the City. The Chief of Staff manages other members of leadership to provide organization through effective policies and procedures which establish priorities and direct the allocation of City resources. Assuring that all the proper team members are in place ensures that all laws and ordinances of the City are duly enforced and that permits, licenses and privileges granted by the City are faithfully performed and observed.

The City of Wilmington’s Public Services is committed to ensuring the community’s essential needs are met every day of the year. Our dedicated team of dedicated employees work around the clock to maintain public infrastructure and deliver services that support the safety, comfort, and well-being of all residents.

Our department oversees a wide range of critical functions, including Building & Zoning, Cemetery operations, Sanitation, Stormwater management, Maintenance & Repair, Transit, and Water and Wastewater services. We are responsible for city paving, street and bridge improvements, trail construction, facility upgrades, and public safety enhancements. Whether it’s keeping roads clear, managing waste and water systems, or maintaining public spaces, we take pride in providing reliable, high-quality service to the Wilmington community.

Public Safety for the City of Wilmington is dedicated to protecting the safety and well-being of everyone in our community. The department brings together the City’s Police, Fire, and Dispatch services to provide a coordinated response to emergencies and public safety needs. Our Police Department works around the clock to uphold the law, build trust with residents, and keep neighborhoods safe. The Fire Department is prepared to respond to fires, medical emergencies, and hazardous situations, delivering rapid and skilled assistance when it matters most. Our Dispatch team serves as the vital link between the public and emergency responders, ensuring help reaches those in need without delay. Guided by the Public Safety Director, these teams operate together to support a secure, vibrant, and resilient Wilmington.
