City of Wilmington Announces New Solicitation Ordinance: What Residents and Businesses Need to Know

WILMINGTON, OH — On October 2, 2025, Wilmington City Council passed a new ordinance regulating solicitation, canvassing and peddling within city limits. The updated rules are designed to protect residents from unwanted disturbances and fraudulent activity, while making the process fair and transparent for legitimate businesses and organizations.

Anyone wishing to sell goods or services, or to solicit funds door-to-door in Wilmington, is now required to obtain a city-issued permit. This includes individuals and businesses who travel from place to place offering merchandise, services, or requesting donations.

The permit application process is straightforward:
•Applicants must complete a form, available on the City of Wilmington website or at the Mayor’s Office.
•A $50.00 permit fee is required at the time of application.
•The fee is waived for recognized 501(c)(3) charitable organizations, non-profits, schools or recognized religious organizations.
•Applicants must provide a state issued drivers license or ID.
•Permits are valid for 12 months from the date of issuance.

Residents and businesses who do not wish to be contacted by peddlers, solicitors, or canvassers may post a clear “No Peddlers, Solicitors, or Canvassers Invited” sign at their door. Under the new law, it is illegal to knock, ring, or otherwise attempt to solicit properties displaying a sign.
